WHAT IS THE HIGHLANDS RANCH CLEAN TECH ENERGY INCUBATOR?
It is a city-owned incubator offering clean-tech facilities and mentoring services to energy-related startup companies.

IS THE ENERGY INCUBATOR THE "City?"
Yes. The 25,000 sq ft incubator building is "city" managed by 4-6 people whose sole charter is to help emerging energy start-up companies to develop their new business. 

WHAT IS THE PURPOSE OF THE ENERGY INCUBATOR?
The city incubator will become a profit center for the residents. Energy revenues will go back to the residents. The incubator will stimulate the local economy by attracting energy businesses, attract capital and solidify the tax base.

HOW WILL THE ENERGY INCUBATOR WORK?
Energy companies are nurtured for about 2-3 years. During their stay in the incubator, they hire employees and attract capital.  Companies leave the incubator by establishing their own facilities which benefits the Highlands Ranch economy.

WHAT MAKES THIS INCUBATOR UNIQUE?
The clean-tech energy incubator would be owned by the residents of Highlands Ranch.  The incubator will attract and retain renewable energy and alternative fuel startup companies.  The City of Highlands Ranch will partake in the financial success of the startup company through license, patent and royalty income earned. The revenue earned will get reinvested back to the city residents to assist them to get off the energy grid by the year 2020.

WHERE WILL THE INCUBATOR BE LOCATED?
The energy incubator will be located on an 11 acre site to the north of Highlands Ranch Parkway and south of Lucent Blvd.

HOW LARGE WILL THE BUILDING BE?
Phase One will be a 25,000-square-foot facility. A 25,000-square-foot expansion could be available if required.

HOW ARE OPERATIONS FUNDED?
Energy incubators can be self-sustaining on rent charged to startup tenant companies. The cost of construction would be the city responsibility which can be reduced through state and federal grants.


GENERAL FACTS ABOUT AN INCUBATOR

- North American incubator client companies and graduate companies have created about half a million jobs since 1980.

- Every 50 jobs created by an incubator client company generate approximately 25 more jobs in the same community.

- In 2001 alone, North American incubators assisted more than 35,000 start-up companies that provided full-time employment for nearly 82,000 workers and generated annual earnings of more than $7 billion.

- Research has shown that for every $1 of estimated public investment provided the incubator clients and graduates of NBIA-member incubators generate approximately $30 in local tax revenue alone.

- Publicly supported incubators create jobs at a cost of about $1,100 each, whereas other publicly supported job creation mechanisms cost more than $10,000 per job created.

Business Plan Development to Take Highlands Ranch Off the Grid by 2020

hrcleantech.comShort Term Goal: Offer the Highlands Ranch voters an alternative choice of local government that is 100% focused on an energy platform rather than traditional municipality services. The energy city is NOT a traditional government entity and doesn't offer police, fire, social services, parks management, street lights maintenance or recreational services. These services will continue to be administered by Douglas County, HRCA and HRMD. The energy city government does NOT impose any sort of energy policy, rules or mandates on the local residents.

Long Term Goal: Empower the Highlands Ranch residents and businesses to become energy self reliant through the use of solar, wind, hydrogen and other renewable energy sources instead of fossil fuel. The city will help them do that financially.

The Energy-Focused City Government Model:

1. Will become the first non-traditional municipality to adopt a city charter in the United States that is 100% focused on energy.  The energy city is NOT an energy producer.

2. Will become the first energy-focused city that earns revenues from outside enterprises and returns profits back to the residents and businesses to assist in reducing their reliance on 3rd party energy sources. These revenues are earned from the resident-owned clean tech energy incubator.

3. Will become the first energy-focused city to develop, nurture and market a clean-tech energy incubator that is centrally located in Highlands Ranch.  

4. The energy City of Highlands Ranch attracts new and established energy businesses that want to take part in the city energy culture embraced by residents and businesses.

5. Clean tech energy businesses use Highlands Ranch as the beta market for new energy technologies. Residents can purchase these new clean tech products at a discount.
